Win Rozario, a teen experiencing a mental health crisis, was shot by police minutes after he and his family called 911 for help. Like the incident with Raul de la Cruz a year ago, this savage incident highlights the need for non-police responses to mental health crises, as well as the limitations of B-HEARD, New York’s mental health crisis response program, which continues to send police more than 80% of the time in the pilot areas

“This could not have been a more stark example of something that should not happen. The young man himself called 911 for help. Here’s someone thinking he’s going to get help and feel better, and instead he’s killed within moments of the police arriving. There really aren’t words to describe it.” – Ruth Lowenkron, director of Disability Justice at NYLPI
