NYLPI has filed public comments in opposition to a proposed homeland security change that would end some Health Insurance Portability and Accountability Act (HIPPA)-based medical records requests, and instead, institute a Freedom-of-information-act-based portal, because it would mean immigrant communities lose HIPAA privacy protections and ownership rights over their medical records.
