Tahmir Williams, Legal Intern with NYLPI’s Disability Justice Program, and Maureen Belluscio, Disability Justice Program Managing Attorney, delivered testimony to the NYC Council Committee on Civil and Human Rights to support a fully funded NYC Commission on Human Rights in the City’s Fiscal Year 2025 Budget. Tahmir presented powerful testimony alongside NYLPI’s coalition partners from the NYC Human Rights Law Working Group and other community members.

“A fully functioning Commission, which enforces and maintains the strength of the New York City Human Rights Law (“NYCHRL”), is critical to the lives of countless New Yorkers. The NYCHRL provides important protections against disability discrimination, protections that go far beyond those available under analogous state and federal anti-discrimination laws.

Unfortunately, the work the Commission does to enforce these critical civil rights protections has been undermined by underfunding, which has resulted in severe understaffing. The Commission provides unique services that are not available anywhere else in NYC, particularly to pro se litigants and through Commission-led investigations. The Commission requires full funding to meet its potential to improve the lives of countless New Yorkers impacted by discrimination.”

The NYCHRL Working Group has been actively advocating for increased funding for the Commission. This has included an open letter to Mayor Eric Adams advocating for sufficient Commission funding to protect all New Yorkers.
